This PR adds support for Phoenix Framework.

Who?

"Phoenix is a framework for building HTML5 apps, API backends and distributed systems. Written in Elixir, you get beautiful syntax, productive tooling and a fast runtime." -- Phoenix Framework

What?

This was pulled directly from the installer. These files are either build artifacts, crash dumps, or secrets.

Why?

Phoenix is the de facto framework for Elixir and is growing by leaps and bounds. It would be great to support both Elixir and Phoenix as .gitignore options on GitHub.

@doomspork apologies for the delay in replying to this.

I had a lot of these templates requested, but I couldn't quite figure out the right place for them. I ended up settling on #2857, and you'll see a Phoenix template can now be found at community/Elixir/Phoenix.gitignore.

Feel free to submit any future improvements to that template, and thanks again for the contribution!
