Ruler and Rectangle visuals disappear after changing view layout

Reproduce:
1. Add a ruler annotation to an image.
2. Change view layout (ie, to Axial Primary)
3. Verify ruler is no longer visible.

There is an error in the console: 
`Widget manager MUST BE link to a view before registering widgets`

Probably related issue:
1. Activate Paint or Crop tool
2. Change view layout
3. Views go blank
