fvar specialization of quad_form_sym fix #16
Description
The fvar specialization for quad_form_sym doesn't currently allow for a double, fvar instantiation of the function, which makes the test/test-models/good/function-signatures/distributions/ gaussian_dlm_obs_log.hpp test fail when instantiated with fvar (or fvar for that matter)
