chapter number and name doesn't show when hovering over cross-ref

Bug description

When hovering over a chapter cross reference,
For sections, tables and figures, the hover shows the title in the popup.

Steps to reproduce

Go to https://r-pkgs.org/dependencies-mindset-background.html

Hover over different types of cross-refs. See that chapter titles don't show.

Expected behavior

Behavior is the same for all types of cross-references

I would expect 11 Dependencies: In Practice to show on top of the popup.

or table

Actual behavior

Chapter number and title don't show while figure / table / section title show.
