Cross-reference and link to book parts

Bug description

I see some unexpected behavior when it comes to cross-referencing and linking to chapters and sections in book parts.

• When I have a cross-reference to a chapter / level 1 header in a book part, it does not work for html or pdf.
• When I have a level 2 header in a book part, it does not appear to work at all for pdf output, but a cross-reference to a level 2 header works for html output.
• When I have a hyperlink to a chapter / level 1 header in a book part, the link appears in the pdf output but it does not link anywhere. In html it works fine.
• When I have a hyperlink to a level 2 header in a book part, it works in html and pdf.

part_x.qmd:

@DhruvaSambrani Please be careful about making statements like this without qualifying them, they're not helpful. We really want to avoid confusing users (and ourselves) further. I can't reproduce your claim. Taking the standard book project from quarto and replacing the references.qmd file with

# References {#sec-references}

::: {#refs}
:::

(note the space) and then adding a reference in the preface produces this:

The fundamental issue here is that quarto's crossref system is simply not expecting a crossref to a book part in PDF format.

Parts are currently handled in a special code path, and that code path happens outside of the crossref indexing. We'll fix that in 1.4.

@cscheid I believe the same problem shows up with \frontmatter and \backmatter (no parts involved, just appendix stuff).
Let me know if I should open a separate issue for that.
