Should it be possible to download PHP files?

Running

curl -v https://www.php.net/include/branches.inc

allows me to download include/branches.inc.

I don't think this is by design, but it doesn't really hurt, since the contents of these files are accessible via the repo anyway.

We may want to get rid of https://www.php.net/include/check_email_func.php, though.

That check email func file to removed from the repo in 2001:
