[MNT] Update `.gitignore` to include `pre-commit` and cursor files

Given we have ruff as a part of the pre-commit hooks we should add the local cache directory to .gitignore. I do not use Cursor, but to match the latest .gitignore python template we should add:

• .cursorignore
• .cursorindexingignore
