Join ECMA International and TC39

This was brought up three years ago and kinda got shut down over some technicalities around NFP status and such, but things have changed a lot since then, and I think the JS Foundation set a precedent here we can follow.

I absolutely think it's worth the effort, and I'm quite confident that TC39 would welcome it - if there's Ecma rules that need to change, or process we need to navigate, to make it happen, let's work on that.

I've been chatting about this both at the board and ecma level. There are a few things to figure out but I think it is very reasonable that we could get something together around this.

One big thing that we should reach consensus about is representation. Who would be going? Would we have limits on how many reps we would send?

It would be best to have consensus at the TSC about this before we attempt to join.

we could form a standards team, and interested people could join that. some amount of time before each standards body meeting we can vote on which items of discussion should be brought to tc39 and the people who we send should unravel naturally from the topics we choose. this would hopefully allow an easy access to the standards process (the node foundation loves to help people learn) and would also prevent people from using node to get to tc39 which was a concern last time.

@devsnek If I understand correctly, @MylesBorins was asking who we should send to the meetings to give opinions on proposals, instead of who we should send to meetings to ask for opinions on proposals? (It's much more obvious in the second case)

Pinging this issue one more time. For a first pass at doing things would we want to have TSC reps or would we want to have a standards team?

Do we want to have a specific member who is responsible for attending?
Do we want to have a roster of people approved to go?

I'd like to propose that we make a standards team, and that those who are on that team are authorized to represent the project at standards bodies?

@MylesBorins I'd be onboard with that plan. I would further say I am interested in joining the team.

This could perhaps also be tied to the current Open Web Standards strategic initiative.

@devsnek note that Myles is also a TC39 member (and a TSC member) - we have quite a representation in Node :)

Also, I'm happy to say that I've found requests to TC39 to be taken seriously from my own personal experience and the collaboration to be working quite well. I definitely see value in Node officially joining TC39.
