Update Release Cadence

We need to update the current release cadence to only generate modules with changes in their OpenAPI docs. The pipeline should:

• Get a diff of OpenAPI docs with changes.
• Bump minor version number of the modules with changes automatically.
• Publish the generation artifacts to PS Gallery once approved.
