feat(ops): add tree reduce functions tree_sum, tree_max, and tree_min

Changes:

1. Reorder functions in ops.py
2. Add tree reduce functions tree_sum, tree_max, and tree_min.
3. Change keyword argument initial to initializer in tree_reduce.
