Passing options to UV

I think I need to be able to pass --native-tls to UV in order to use built in tls on my corporate machine. I wrote a library outside of work that I'd like to use at work which has a pretty strict security regime so this would need to be possible to include in opts in my package which get passed to UV so it will be able to download dependencies.

This could be an option to Pythonx.uv_init/2, such as native_tls: true. PRs are welcome :)
