Switch from .sh to pythonic toolchain

There is a problem with using this project on Windows, because it uses non-cross-platform shell scripts. It will make porting easier if shell scripts are replaced with Python.

I would want to add to this that the shell framework is very fragile, and lacks many features one would like in a build system (such as rebuilding when necessary, rather than having to delete the whole thing and rebuild). A switch to scons or waf would enable a much more robust build, and should greatly simplify the code as well. I tried experimenting with this just a bit, but found the p4a code to convoluted for me to get very far.

The p4a revamp switched to a pythonic toolchain, though it won't help on windows unless someone works out how to make the build work there (and removes hardcoded unix shell assumptions, but that part shouldn't be hard).
