It doesn't appear that this repository is running Samples tests for python 3.11. What needs to be done so that those tests are run per @parthea 's comment? #543 (comment)

I issued a rollback to take out testing of samples against 3.11.
We need to wait until the DEE team adds 3.11 to the samples testing docker image.
GoogleCloudPlatform/python-docs-samples#8873

With that in mind, I am recommending we go ahead and approve this PR and get it merged so that we can apply the changes that avoid using sqlalchemy 2.0.
