Mostly LGTM but you'll definitely need to update https://github.com/GoogleCloudPlatform/google-cloud-python/blob/961c70c267d7b08a40da51ed67fd1d2969ac202b/test_utils/scripts/get_target_packages.py#L174-L177
It may be easiest to just put it in PKG_DEPENDENCIES?
