[web] Enable Control+MouseWheel browser zoom

Description

Fixes prevent default disabling browser zoom on Linux & Windows.

Tested browsers on Mac,Linux,Windows including Edge,Chrome,Firefox, Safari.
On MacOS the modifier key is ignored and all browser choose to scroll instead.
