What you expected to see, versus what you actually saw

Since 17 Nov. or so, Dependabot updates for Composer dependencies have not contained the usual PR description with an updated versions table and release notes, changelog, etc. for each updated package. This is exactly like #12832, but with PHP. This information is really critical when testing and evaluating updates and fetching it manually is quite a chore. (Even assigning Copilot to do it hasn't been very effective!) Our npm updates in the same repo don't exhibit this problem.
