feat: Add CLI argument parser

Should support the serve command, similar to https://github.com/cloudquery/plugin-sdk/blob/028ee1add9d94add241e459472e7292637c1b1e0/serve/plugin.go#L129

I've used https://github.com/yargs/yargs in the past and liked it since it's quite light (not a full CLI all in one framework)
