Gradle maintenance

We've been falling behind with the Gradle-related maintenance in this project.

So far, I see the following tasks requiring attention:

• Adopt gradle/actions/setup-gradle and remove gradle/wrapper-validation-action
• Add a new dependency-submission workflow
