This PR adds automatic author assignment to pull requests by expanding the existing PR labeler workflow. The changes ensure that when a PR is created or updated, the author is automatically assigned to it.
- Renamed the workflow from "Pull Request Labeler" to "Pull Request Automation" to reflect its expanded functionality
- Added an author assignment step using the
technote-space/assign-author@v1action - Reorganized the workflow to perform author assignment before label assignment
