v3 doesn't seem to have the impl for rendering STV candidates yet.
This follows https://lists.apache.org/thread/kpt9jpdnktmwlv7w81jbwv8kdgjv3gqg and I hope it's how the code would work.
cc @sebbASF @gstein not sure who are taking care of these code and can test it out.
