Enhance tooltip project and system styling

• display project and system names in tooltip headings so IDs are no longer shown to users
• lay out multiple project cards in a horizontal flex container with expanded tooltip width and refreshed styling, now adding status-aware card colors, badges, and install-year context for each project and system
• introduce helpers that normalize statuses, derive install years, and present fallback messaging when project or system data is unavailable
