2.0.0 QA: Scanning for capture device can freeze capture card in OBS

repro:

• open OBS
• add your capture card to a scene
• open AutoSplit
• File -> Settings
• After capture devices are scanned, capture card is frozen in OBS (deactive -> active in OBS fixes this)
• this happened to both my GV USB2 and my Avermedia Live Gamer HD 2 capture cards

Proposed solution to avoid this issue as often as possible if the freezing cant be fixed:

• only scan for capture devices wheen "Video Capture Device" is selected as the capture method
• if "Video Capture Device" is NOT set as the capture method, set "Capture device" dropdown to Select "Video Capture Device" as Capture Method"

Avasam decided it was best to just to not scan the device to check if it is available to use for now, since that was causing this. The issue will still happen if you select "Video Capture Device" and then your device, but that is easily avoidable.
