Rescale Slope DICOM Tags not applied?

When loading a DICOM dataset where I have modified files 11 through 20 to have a Rescale Slope value of 1 and the other files have a value of .4

Expected a band of lighter value like this Slicer screenshot:

But VolView renders an even image:
